The Arkansas Supreme Court issued a per curiam opinion continuing the emergency directive to the courts through May 1, 2020. ? Jury summonses are suspended through June 30, 2020.

Today, Governor Hutchinson entered Emergency Order EO 20-12 to allow remote notary procedures by real time audio and visual means as defined in the order. The notary and signer must both by physically located in Arkansas, and the signing must be visually seen by the party notarizing the instrument. Counterpart signatures are also allowed unless expressly prohibited in the document.
With the leadership of volunteers, including Representative Carol Dalby and Speaker Matthew Shepherd (both Arkansas Bar Association members), the order expands notary procedures for legal instruments until the state of declared emergency is terminated. ??
The measure was initially drafted by Jennifer Pierce with assistance from the Arkansas Bar Association and its Jurisprudence and Law Reform and Executive Committees.?

Administrative Order Three - Court Operations During The Covid-19 Pandemic
The Court has entered another Administrative Order about operations during the COVID-19 Pandemic.? If the defendant consents, the Court has authorized expanded use of video teleconferencing, and telephone conferencing if video conferencing is unavailable, in preliminary criminal proceedings, including felony pleas and felony sentencings.?
